Well, from a users point of view, I would (and do) really appreciate homepage 
links in the description of packages. This serves two purposes for me:
1. Have a source for additional information when I am in doubt wether this
   package should be installed.
2. Having the ability to check wether the package is uptodate in relation to
   the upstream package.
While I understand that there are thousands of packages (hmm, dpkg -l only 
shows 1080 on my stable system, but there must be more than that) and that 
adding 40 bytes of URL data to each means multiple kilobytes (possibly more 
than 200kBytes) of additional data in the Packages file(s), it _does_ provide 
additional value to the user. And after all, the Packages file is primarily 
for the user (though this is through tools like apt/dpkg/dselect/aptitude). 
Also, the packages.d.o site could convert these URLs to links when displaying 
the package in question. The use of this is more obvious than in the Packages 
file itself I think. Still, it is generated from the same source.
