Yeah. debbugs does not handle mail that closes bugs that
happens (quite legally) to have a content transfer encoding (quoted
printable in this case). It just tacks the raw message to the end of
the old message.
Ideally, the bug closing message should be its own mime part,
and ought to have the proper transfer encoding, but that could take
some doing.
