Actually, here is what happens.

Bug gets filed.
Debbugs saves original email as .report.
Bug gets closed.
Debbugs reads .report, and does a textual concatentation of the original
  report, and the -done mail.  This appending does not take into account any
  mime settings of the -done mail.
Mail gets sent to originator.

This is why -done mails look so wrong.
