If a build process needs to know what is on the linux kernel is
the GNU software or not, use build dependency.  I don't care
if <cpu>-linux-gnu is aliasd to <cpu>-linux and <cpu>-linux-gnu is
preferred to <cpu>-linux, but I object to mandating <cpu>-linux-gnu
in the policy.
