Bug#144297: debian-policy: perl policy section 3.3 doesn't allow for build directories other than debian/tmp

The fact that which directory name, and which DH_COMPAT version are used in
the rules file is completly up to the maintainers discretion. DH_COMPAT=2
uses debian/tmp, and DH_COMPAT=3 uses debian/<package>. Can we see a pattern
here?
Should perhaps Perl Policy bloat it's examples with tests for which
DH_COMPAT version is being used, and call stuff based on that? Get a clue.

And the fact that Policy proper doesn't mandate this is because ... ?
