Bug#144297: debian-policy: perl policy section 3.3 doesn't allow for build directories other than debian/tmp

By explicitly specifying the following:

     A module should use the following lines in the `debian/rules'
     `build'
     target[1]:

          perl Makefile.PL INSTALLDIRS=vendor
          $(MAKE) OPTIMIZE="-O2 -g -Wall"

     and this one to install the results into the temporary tree:

          $(MAKE) install PREFIX=$(CURDIR)/debian/tmp/usr
                                                  ^^^

without exception, the current policy prevents the use of other names
package snapshot.  One common and useful naming scheme in which the
name of the binary package to be produced is used in place of tmp
violates this policy.
