Bug#69311: Woody is now clean of /usr/doc

Manoj says current policy allows packages to blindly assume that
/usr/doc is a directory. For woody+1, I think we should explicitly
mandate that packages support:

a) /usr/doc being a directory
b) /usr/doc being a symlink to /usr/share/doc.
c) /usr/doc not existing at all.

This should give back the users the freedom they deserve.

(The most simple way for packages to do this is of course to stop
creating symlinks in /usr/doc, but those who still create them at woody+1
release time should not horribly fail in any of those three cases).
