Euh, sorry, the policy chapters seem to have been assigned a name in a newer
version than 3.5.4, which got propagated into the filenames, and our update
scripts for the web site are dumb.
However, I'm not sure how you reached the ch10.html file, since it's not
linked from the new index.html...
Anyway, the files from the older version will be removed shortly.
