Bug#89867: [PROPOSED] Where to place web-accessible images

This is a follow-up to my message of 2001-03-11, where I proposed
somewhere to put web accessible images. The background for this is
that I have an open bug (# 61761) against mailman where the submitter
complains about 'broken logo'. Which it is, because it is in
/usr/doc/mailman, and that is only accessible from localhost.
However, I don't want to put a symlink in the documentroot just for a
few logos (not to mention that Policy says that one shouldn't touch
Documentroot whenever possible).
So, this is my proposal for policy.
