Actually, it's this:

debian/rules target [variable=value ...]

At least, that's how dpkg-buildpackage does it, the target is always the
first parameter.

No, because allowing non-makefile rules files wouldn't require any changes
to the interface (i.e. the ways of invoking the file).

It seems Wichert also wants to move the defining of $DEB_* variables to the
environment; that's a separate issue.
