And yet this is the second time that this discussion has come up; I
don't remember which list it was on last time, but I remember the
three of us participating.

I don't particularly care what the resolution is, but it *is* now
documented in a footnote in policy, and people have started to notice
the problem.  It would be very easy for you or Anthony to fix, and
would be a nice thing to do.

When you have, please let me know, and I will adjust the policy
footnote accordingly.
