I'm curious to know why it says this. The Must/Should/May proposal
certainly listed it as a "should", not a "must", and I don't recall going
ballistic about this on the lists previously and there's isn't an entry
in the changelog that I can see, so I can't imagine there having been
an accepted proposal about it.

So, quite frankly, policy is completely in the wrong here. Do not file RC
bugs about standards-versions, nor rely on them for accurate information.
They are indicative *only*.
