/lib and /usr/lib are always included implicitly, unless ldconfig is
told not to include them.

That's correct, but not complete.  More specifically, ld-linux.so.1 is
for libc5 and ld-linux.so is for libc6.

ld-linux.so.* was chosen so it would not conflict with other systems.
This makes it easier setup emulations of other systems on Linux and
vice versa.  It's not worth changing.
