Seeing as everything seems to be going XML these days, why not:

<LICENSE TYPE="NON-DFSG" WHY="See DFSG(1,2,3,4,5)" COPYRIGHT="Microsoft">
You must not use this program under any circumstances other then
that of wasting time. Nobody else is allowed access to the software, either
directly or by sharing looks at the monitor. You must not laugh
at the program whenever it crashes. You must encourage others
to install this software on their computers.

Not that I am not any XML expert, so you might be able to make this
better. However, there seem to a wide range of XML parsers available
in Debian, for C, Java, Python, and Perl.

Note: I have called it license, because I think it is the license we
are discussing here, not the copyright...

However, why stop at the license? Perhaps the same thing could be
done with other information, eg relevant web pages, email addresses,
etc.
