I think it could be interesting if this part of the file could be
parsed. I think apt or any other package-tool would be interested in
explaining to the user why the license of package A is non-free. May be
a line:
Non-Free explanation:
This package is not free because it cannot be sold for a profit by the
ADA members out there (American Dentist Association).
---

This way, apt could yield a pop-up info when user tries to install a
non-free package.

If this idea is not good, just don't bother to reply. I am not a debian
developer, and I won't be harmed if it is not judged useful.
