The updated policy update process, which is what we use
currently, has been updated, then language changed from the
proposal document, and clarified (the BTS section is no longer an
add-on, but incorporated in the document itself.
Hopefully, this makes the process less opaque to new comers.
Incidentally, it was proposed on IRC that there be a
deputy-person-in-charge as well, to be in charge of the proposals
that the person-in-charge is involved in.
