Or ignore the FHS and make their own standard. Or extend the FHS to their
needs.
Note that the Hurd is not the "other free Unix". Not only anyway.

Debian GNU/Hurd packages are mostly identical with the equivalent Linux
packages, if they exist. However, we link /usr to . before installing them.

For the issue at hand, "radically" is a bit of an exaggeration.

There are quite more important issues when comparing Linux with Hurd beside
the location of a few daemons.
WRT the Debian Policy, we should first figure out what is the best for the
Hurd, and then look what changes in the Policy are needed to implement that,
and not blindly follow the policy without thinking.
