It is already the case that this setup is possible.

Note that a namepspace conflict in the */bin, */sbin, */man and */lib
areas would be downright silly, as one takes precedence over the other
(it is not silly for custom setups, but definitely makes no sense for
default setups).

The FHS does not say that /usr needs to be a seperate directory tree.
In fact, Thomas Bushnell BSG (the Hurd author) made sure that the FHS allows
for the setup Tomasz describes above (or, if it doesn't, it at least allows
for /usr being symlinked to .).
