AFAIK, it's just not possible to make Apache (and other web browsers)
make both /usr/doc and /usr/share/doc accessible at the one
http://localhost/doc URL.

Choosing just one or the other means packages like info2www have problems,
see Bug#42741 (currently against apache), for an example.
