We used to do that. It raised howls of protest from users, who
wanted their own kernels instead of the link, and the dpkg author
also insisted that this was a bad use of dpkg (there were indeed
problems removing the /usr/src/kernel-source dirs on remove/purge).
I decided then not to pollute the namespace in /usr src, and
to heed the technical objections of the dpkg folk, and let the users
have the choice. Now kernel-source packages merely dump a tarball in
/usr/src.
I personally feel it is cleaner tis way, and iworks on the
principle of least surprise.
