The X Pixmap library is considered to bind more tightly to the X Window
System than to the generic category of graphics.

The X Pixmap library defines an external format for internal X data
structures called pixmaps.  The X distribution itself only defines a file
format for bitmaps, which are 1-bit pixmaps.  The pixmap file format is a
de facto standard for representing pixmaps of arbitrary color depth in a
file.

This is important for supporting color icons that can be replaced by the
user, for example.

While it is true that the X pixmap format can be read by any image viewer
which understands it, X-based or not, the xpm4g library package is, as a
practical matter, regarded as an extension to Xlib.

You cannot use the xpm library without Xlib, as xpm itself makes use of
Xlib calls.

That is why xpm4g is in x11/ instead of libs/ or graphics/.
