This has been recognized as a major issue in the past. Many people have made
proposals to this end, that were seconded, but nobody stepped forward to
make the necessary changes in either 1) dpkg 2) the packaging manual 3)
policy or 4) dinstall.
	First off, your approach populates many areas with symlinks. As you
suggest, often one package belongs in multiple sections. This requires the
modification of the Packages database to disregard all sections anyway; why
not flatten the entire hierarchy and put even more informative tidbits in
packages' control files? Also, such a complicated layout would be hell on
the FTP team. it's just infeasible...

Anybody up for reviving this conversation? Only if you've got time to do it
though. :)
