Bug#31946: AMENDMENT] Adding dpkg-architecture to Packaging Manual

I read this, but I wondered if my amendment is automatically through when
there were no objections, or if the final decision is within the policy
group. 

There are other things I can work on, so I can wait till mid february for
the changes come active. This is an ideal time for me, and I can spent a few
days incorporating everything in dpkg build tree and submitting chnages to
dpkg developers.

I was wondering, too. A lot of proposals did not get any seconders. I assume
not too many people are interested in policy, and those who are, are maybe
not familiar to the new method... probably we should announce the new way to
work on policy on debian-devel, so interested people can have a look once in
a while at the bug reports against policy??
