Bug#31946: AMENDMENT] Adding dpkg-architecture to Packaging Manual

Hello,

I ask the policy group to come to a decision about my amendment to change
the architecture query possibilities in the package build process. I
proposed the change two weeks ago, and the discussion period is now over. As
there was no discussion in the last week, I think it is not needed to extend
the discussion time.

Manoj, as I have not found information how to reach the policy group by
other means than sending mail to debian-policy, I am CC you. I am sorry if
sending mail to debian-policy is already enough.

My initial proposal got two seconders, Jules Bean and Gordon Matzigkeit. A
small change to the make variable name (TARGET->HOST) was seconded by both.
A second change (using correct GNU nomenclature), was seconded by Santiago.
Jules and Gordon did not object, I assume getting their official okay would
only be a matter of letting them know if it is needed.

Here is a context diff against my initial proposal. The current version of
my proposal consists of my initial proposal and this patch.
