Of course, refusing to receive certain kinds of mails is incompatible with one's retention of status as a Debian developer. Brian, do you contend that your nag messages (be they one or one hundred) are so important that Dale must be removed from the Project if he doesn't want to receive them? If so, I suggest you draft a policy proposal forthwith to legitimize your claim (and in the meantime, suspend the "nagging" of Dale). If not, I suggest you please grant Dale's request.
