license distribution issues (was Re: Manoj, why are you suggesting to infringe the copyright law?)

That's not the real issue.

The real issue, in the context of debian, is: what can be guaranteed to
exist on the typical user's machine.  And, that basically means the base
system (or the essential packages).

Or, maybe eventually, whatever LBS/LCS provides.

Now, this discussion grew out of the desire to include a variety of
standards documents with Debian.  But I feel it's important to note that
it's possible to replace standards (for example, Unix98 can be thought
of as a replacement for some POSIX standards), but it's not legal to
replace license documents.

I think that this means that these are two distinct issues.
