I didn't know when you asked, but I simply uploaded the files
there and a few days after they were in the anonymous FTP area; so, to
upload things to non-us, someone must only leave all the files
(including a PGP signed .changes) in
ftp://nonus.debian.org/pub/debian-non-US/Incoming
