Because it is the first time this has arisen? Are there any other
packages distributed by other people as .deb files that will break a
debian system? I'm certainly not aware of any. 

The best solution would be to persuade kde to switch to our placement
of files, however they seem unwilling to do so. 

The second best solution is therefore to provide a scheme where the
minimum number of people end up with messed up systems. It is my
understanding that Andreas has come up with a workable scheme. I'm not
able to comment on whether Christian has come up with a better method.

I can see no reason to deliberately do something that will cause a
number of systems to break, when we aim to give smooth upgradeability.
If Andreas is willing to put in the effort to do so, then he should be
encouraged to do so.
