But `perl' isn't essential. It isn't even required. Its
priority is just `important' (at least version 5.004.02-1).

What about checking for the existence of
`/var/lib/dpkg/info/package.list'? If a package is installed, it
should exist. And it's certainly faster than `dpkg -l'.
