you are right. some years ago when i started learning linux, the biggest
difference to dos was, that files were not seperated by source package,
but by type. the only existing exceptions are either historic or have
good reasons (e.g. minimal root file system). /opt was never
designed because it's good to seperate packages into their own trees -
it only exists to manage packages from third parties, and a common
package management system could make it obsolete.
