A task for newcomer, add support for Rules-Requires-Root in cme

Hello

Policy 4.1.5 added support for Rules-Requires-Root root parameter in the 
source part of debian/control file.

Adding this parameter is a good way to ramp-up on the part of cme that is 
specific to dpkg control.

Is there anyone interested enough in cme to perform this task ? 

I've added more details in #907410 [1] on how to add this parameter and will 
help if needed.
