I started fresh in a sid chroot (lxc actually) and for me:
DPT_PACKAGES=$path_to_meta/packages
was missing.

Currently I have DPT_SALSA_PRIVATE_TOKEN and DPT_PACKAGES set.
mr up does its job.

i needed to mkdir .git.hashes in the meta repo for this to work.
