Housekeeping question: RFPs for individual modules already packaged



I'm curious what the bug management policy is regarding RFPs for
individual Perl modules which are already packaged in Debian as part
of the original larger distribution that the module is part of (or are
core Perl modules).

Browsing the wnpp listing for Perl RFPs I've noticed RFPs asking for
modules that are already available, e.g.:

- libdigest-md5-perl (#788931, core module)
- libwww-shorten-tinyurl-perl (#788932, part of libwww-shorten)
- libhtml-treebuilder-perl (#788934, part of libhtml-tree-perl)
- libhtml-entities-perl (#788935, part of libhtml-parser-perl)
