Thanks for the nice summary, Damian. I have only one thing to add:

Please don't do such transitions during the freeze for a new stable
release, even if the packages are no central ones. If you want to work
on such a transition during a freeze, please upload related packages
only to experimental until the release has happened.

I've just checked: Both packages are architecture-independent. So I
think, there's no transition-tracking[1] by the release team necessary
as there's no need for binary rebuilds against new library versions.
