No reason AFAICS.

The Multi-Arch:same tags aren't going to actually do anything at this
point because the dependencies on perlapi-* (and usually perl too) prevent
coinstallability, right? (perl is currently M-A:allowed and perl-modules
is M-A:foreign, perl-base doesn't currently have a multiarch annotation
at all.)

However, M-A:same is clearly what we want eventually for these packages,
so adding the tags now is early preparation for that and saves work
later if/when we do get the perl side working.
