Is this because only 36 packages have those tests enabled, or is it because the other packages do not skip any tests based on that variable?

I'd be more interested in a number like: there are X packages for which AUTOMATED_TESTING is disabled, and where tests are skipped as a result. Then we could also look at whether those tests were explicitly disabled because they weren't passing/were really author tests (in which case, you are correct, the upstream package is buggy anyway).
