The proposal has been updated on the wiki at:

Please discuss, and we can either go forward with this new plan or
decide to maintain the status quo (re-upload libapp-cpanminus-perl and
libapp-perlbrew-perl).

At some point in the distant future (after we obtain consensus and
begin the migration process) we should also change Debian's Perl
package policy documents to reflect this change as well.
