I have put together a proof of concept Test::Copyright module:

It is fairly fragile and incomplete and I make no promises for it.
However please consider the idea and whether it can be used to improve
the quality of license and copyright information in CPAN. Also should
there be a standard format for copyright information so that it can be
more easily parsed.
