I'm not going to rehash the issues in a public, archived forum, but
suffice to say that there are politics involved and it was the Perl 5
Pumpking's direct call.

I will say that JSON in core is primarily intended to support next
generation CPAN metadata and thus speed was not a major factor in the
decision.
