Hi, checkout the: http://svn.debian.org/viewsvn/pkg-perl/scripts/dpkg-scanpmpackages http://svn.debian.org/viewsvn/pkg-perl/scripts/apt-pm/lib/Apt/PM.pm?view=markup the Apt::PM should help answering the question of which is the minimal Debian version for some CPAN version to set in debian/control. dpkg-scanpmpackages works on complete Debian mirror as well as on local folder repository.
