How about:
Please note that your work is much more likely to be accepted
quickly if it improves an existing Debian package, and especially if
if it fixes a bug already reported in our BTS.
The word “BTS” could be a link to a bugs.debian.org query for
outstanding old bugs against Debian perl packages, as a specific
suggestion of exactly what work will be most appreciated :-)
