I also get a failure here:
dh build
dh_testdir
dh_auto_configure
Can't locate ExtUtils/PkgConfig.pm in @INC ...
But I get the same error with the "dh5 style" debian/rules; adding
libextutils-pkgconfig-perl as a build dependency is necessary in both
cases ...
If I add it I get
Package sane-backends was not found in the pkg-config search path.
Perhaps you should add the directory containing `sane-backends.pc'
to the PKG_CONFIG_PATH environment variable
