I have to admit that I'm not really happy with COPYING files. It
doesn't help to have a copy of the GPL or whatever in the tarball,
what's needed is an explicit statement "I hold the copyright and I
released under $license."

But in general I of course agree that some clear form might help both
debian and perl.
