It can, hence the discussion of svk, but without real merge support, it's
rather painful.  quilt puts the change in an easily-mergeable form, and
git just figures it out.  With svn, you basically have to do the
equivalent of an old-style CVS merge, figuring out the merge points and
all the rest of the standard tedium.

I don't know if svk's smerge algorithm works as well as git, but it's
probably at least close.
