Let me put it this way: If my impression is correct there are more
people in the Debian Perl Group who don't like and don't use CDBS
than the opposite. Therefore a package using CDBS might get a little
less care than other packages; but there are CDBS packages and they
are updated/fixed/uploaded, too, so there shouldn't be a real
problem.

well, cdbs is good solution when package use autotools (autoconf, auto make, etc). Perl modules are usually small packages with minimal dependency and adding CDBS (which probably would be bigger than perl package itself) doesn't make sense.
