I'm a complete newbie at debian packaging, so I have some questions.

I am not a debian developer so take my answers with a grain of salt.

0) About the name, the main thing in this package is actually a script
pushmi. Should the package name really start with lib?  svk for
example does not.

I think that is in fact the default - at least that is what dh-make- perl seems to impose by default.

1) Is there a canonical validator I should run the package
through? Both lintian and linda complain about a missing man page, but
man pushmi works fine.

If you can build the package on your machine yourself from the deb you created, chances are it will work for others.

2) Assuming it passes whatever automatic validation is possible,
   how do I proceed? Should I upload to mentors.debian.org, post a
   request for sponsors here?

I think there is no 'right' answer here. However I have found this list to be more responsive, especially when it comes to perl packages. I recommend asking for uploading to debian on this list.
