I'd rather ship this and warn the users with a prominent note than
just remove it. Sometimes, we are forced to use Apache2 out of some
other reasons, and -even with a not-completely-compatible API- it is
much better to have the _possibility_ to run our mod_perl stuff. We
can add some pointers in the spirit of the mod_perl 1=>2 porting
guide[1].
But, yes, I think a new version 1.999_21-2 should be uploaded to
Sarge, with only documentation regarding this situation.
