mentors: drafting welcome email and policy page on wiki

Hi,

I've noticed some interns are not posting reports and I've had feedback
that some interns may not be subscribed to the debian-outreach list.

Therefore, I'd like to send a private email to every intern, I've put a
draft into Salsa:

I've also started creating a wiki page for team policies, I would
welcome feedback on what should or should not be written down there:
