Are you sure it got actually removed (see below) and not just "held back"
because you attempted an upgrade because the 5.0.3 rc1 binaries were there
but the corrresponding l10ns not yet? (Which archtitecture are you on btw?
This time this afaik happened on i386).

So they weren't installed before? Impossible. Upgraded maybe,
but then apt would have said so, too. Did you paste the wrong part?

As asked above, really lost?

What does /var/lib/dpkg.log say for the upgrade time and this "reinstall"?

Not by a missing language package but a outdated one (had that in the past).
Because the "op codes" for the functions are localized...
