Sure in former times
I did it now reinstall just in the moment ....
root@kli:~# apt-get install libreoffice-l10n-de
Paketlisten werden gelesen... Fertig
Abhängigkeitsbaum wird aufgebaut.
Statusinformationen werden eingelesen.... Fertig
Die folgenden zusätzlichen Pakete werden installiert:
libreoffice-common libreoffice-java-common libreoffice-style-galaxy
libreoffice-style-tango
...
and error vanished!!!

As recommended (unstable as repository)
apt-get update
apt-get dist-upgrade

It was a special developer built tar-ball with debs which installed in /opt
without interferring the apt-package database ...

So what,
I only used the basic debian tools apt-get, dpkg for all deb operations
(1) lost libreoffice-l10n-de sometimes during the upgrade process
(2) I can not imagine how the internals of a program "calc" can be confused by
a missing language package
